Charter Contracting Company Receives 3 National AGC Build America Awards

Charter Contracting Company, a Boston-based environmental remediation and civil construction contractor, received three National AGC Build America awards over the past two years. For calendar year 2016, Charter was awarded top prize in two of the 13 categories— in the Federal & Heavy Renovation category for its Muddy River Flood Risk & Restoration (Muddy River) project and in the Environmental Enhancement category for the Sutton Brook Disposal Area Superfund Site (Sutton Brook).
 
The Muddy River project was one of the highest-profile design-build projects undertaken by the United States Army Corps of Engineers, New England District in the last 20 years. This sediment removal, capping, and waterway restoration project is located in a congested urban area of downtown Boston prone to significant flooding events due to the commercialization of the area. This project was designed to alleviate flooding issues and restore the River to Frederick Law Olmsted’s original design. Due to the project’s high visibility and its historical significance, local stakeholders and the community viewed this project daily and were active participants in outreach meetings, public updates, traffic changes, and close-out tours of the completed work.
 
Sutton Brook, a former landfill in Tewksbury, MA, is set on 53-acres. From 1957 to 1986 the site received municipal and industrial wastes. This successful remediation project was funded by 49 PRPs and the Town of Tewksbury; regulated by the EPA, MassDEP, and local engineers; managed by an Owner's Representative and Design Engineer specializing in complex landfill capping; supported by hundreds of interested stakeholders and community members; and executed by a 50 person work crew dedicated to safety, quality, teamwork, and innovation. Heavy civil and environmental remediation work included large-scale excavation and materials management, stream diversion, vertical barrier wall installation, landfill grading and capping, and significant wetlands restoration.
 
For calendar year 2017, Charter was again awarded the top prize in the Environmental Enhancement category for its Phase IV – Remedy Implementation at the Former Gloucester Gas Light Company Manufactured Gas Plant (MGP) Facility executed in Gloucester, MA. This multi-scope, highly complex project included near shore and off-shore sediment dredging and shoreline reconstruction in the space constrained Gloucester Harbor, the oldest active harbor in the Country. Charter’s office was situated below the City of Gloucester Harbormaster and in between the US Coast Guard Station and the Gloucester Maritime Museum. Additionally, the Team accommodated an urban, densely populated residential community and the many visitors and tourists who frequented the Harbor. Charter successfully met the needs of the active port by precisely sequencing construction activities.  All area businesses maintained normal operations and visitors remained unaffected by the complex and intricate construction activities performed within this 78,970 SF waterfront area.
