DCAMM Bid Room Will ONLY Accept Bids Submitted Online For Projects
Advertised on or after March 15, 2017
 
Effective March 15, 2017, bids on DCAMM Chapter 149, Chapter 149A (CM at Risk projects) and Chapter 30, 39M projects advertised on or after March 15, 2017  will ONLY be accepted through the agency’s web-based E-Bid Room and must be submitted through the DCAMM E-Bid Room website.  No hard copy bids will be accepted.

On January 18, 2017, DCAMM moved to providing access to DCAMM bid documents, plans and specs, exclusively through its web-based E-Bid Room for all projects, except for high security projects.

The DCAMM E-Bid Room has been operating successfully for many months and feedback from our industry users has been very positive.  The efficiencies and associated cost savings for contractors in obtaining bid documents and submitting bids on DCAMM construction projects electronically are significant.  There is no cost to potential bidders for utilizing DCAMM's E-Bid Room.  DCAMM is now moving to require exclusive submission of bids solely through DCAMM’s E-Bid Room at www.bidexpress.com/businesses/10279/home

It is Critical that Potential Bidders Know and Understand:

For all DCAMM projects issued for bid on or after March 15th, bids can only be submitted by bidders to DCAMM through DCAMM’s encrypted E-Bid Room. No hard copy bids will be accepted at DCAMM’s Bid Room at One Ashburton Place, Boston, regardless of the project.  Any bids received by U.S. Mail, overnight carrier, courier or brought in by hand will not be accepted and will not be opened, irrespective of when they are received. All bids must be submitted through the web-based E-Bid Room.

How to get Online Access to DCAMM’s E-Bid Room

Firms that actively supply construction related labor and materials on construction projects in the Massachusetts marketplace, specifically prime contractors, subcontractors of any tier and material suppliers wishing to bid on DCAMM projects are urged to apply for access to the E-Bid Room now by following two simple steps:

First apply directly to DCAMM for DCAMM Verification to access the E-Bid Room plans and specifications and submit bids. (see link below).

Second, once verified by DCAMM, register with the E-Bid Room host, Bid Express.  There is no cost to potential bidders to register.  (see link below)

Once these two steps are successfully completed, potential bidders will be able to access, view, download and print DCAMM project procurement documents, including plans and specifications.  This also includes addenda, plan holder lists, filed sub-bid lists and other procurement documents.  This access also allows plan holders to submit their bids and edit their bids prior to the bidding deadline, through the E-Bid Room.

Public bid openings will still be held at DCAMM’s Bid Opening Room in the second floor mezzanine at One Ashburton Place in Boston, but only bids electronically submitted through the E-Bid Room will be open and read aloud. 

Verification and Registration Process and Further Information:
 
For DCAMM E-Bid Room access, firms must first submit a request to DCAMM for E-Bid Room verification which appears on DCAMM's website www.mass.gov/dcamm/bid-room-verification.
 

Firms must then register with the host vendor, Bid Express https://www.bidexpress.com/businesses/10279/home and advise DCAMM's Bid Room they have done so.
